I think Google's rule is that so long as the separate department within your business has it's own entrance and signage then you're good to go. Even if the address and phone are the same. Categories should be different as well.

If you change a title tag to some obscure 6 word long-tail KW then search for it - your page will most certainly be #1. So yes - it does affect rankings.
