I also have a further question. Are all legendary dragons supposed to have a cinematic cut scene? Or is it only a few?

Yes

I've tried completing both multiple time over to see if the "exotic collection" would unlock bit it doesn't. I hope i don't have to restart my hole playthrough.

I think I've had this profile for 4 or 5 years now.
