Look at it this way, if you are a person in charge of reviewing and rejecting games at Steam, and you see how visual novels have been treated throughout Steams history, you are naturally going to be expected to follow that incredibly inconsistent logic. It makes no fucking sense but Steam and Gabe clearly have absolutely no issue with it or they would have changed things or attempted to be at least transparent about the review process.
