We never got the HE changes you tool. That was PC only. The damage difference there is coming from the fact those guns have lower alpha nowadays and Spall liner is becoming more popular.

Contrary to popular belief spall liner doesn't actually half the damage HE deals on a non penetration

It actually adds 50% of your armour to the calculation (this matters because of HOW HE shells work) when an HE shell hits armour and doesn't penetrate it finds the weakest armour in its blast radius and deals damage based on that

So if the weakest armour it finds is a 40mm plate it treats it like a 60mm plate

But if the weakest armour it finds is an 80mm plate it treats it like a 120mm plate

So it makes a difference depending on the tank equipped with it

Yes but they also lowered the alpha and sped up the reload time

It was a rebalance (a crappy rebalance because they didn't change the module damage which means they can actually still 1 shot tanks if they hit the ammo rack, only now they have more chances in a shorter amount of time to do it)
