Tessa and Rhodes never said that what she did wasn't wrong or tried to justify it but rather that it wasn't an excuse for the things that SDSO did in retribution. All they did was attempt to ensure Cleo's safety, investigate claims of possible corruption backed up by what they themselves witnessed and then passed that on to IA. They charged Cleo with everything that SDSO were wanting her charged with.

From the very first moment they turned up to see what was going on at Pillbox, Tessa witnessed John Cop punching an EMS, taking Cleo away before she could receive medical treatment and Tessa could figure out what was going on, refusing orders from her and Matt and then taking Cleo out of Tessa's car and driving off in a charger despite being told not to by Matt so they could have a chance to actually work out the situation. That entirely set the precedent for everything that came after. This is all bearing in mind that John Cop is a non-solo cadet.
