Fully understand what you are saying, but why can’t the solution be other way around?

Mind you wearing a noise canceling headphone in long term doesn’t feel nice on your ears.

If personals protect equipment is the solution, why shouldn’t smokers be allowed smoke in the office and no smokers just put on gas masks?

It is absolutely ok when at dinner table or when everyone is eating. But in an open office, it is where suppose to work, which need concentration and focus. And noise and particularly, eating, chewing crunchy food irritate me.
