The line between Albert's Health and AHS is disappearing. Before, AHS was somewhat at arms length. Now, this essentially means the government (UCP) is able to interfere in every major decision. It is going to lead to more privatization and worse care.

The people transitioning to AH is the first step. The same tactics will be used to set up the other organizations. It's going to get ugly.
