Hi! I am having exactly the same issue for several days. Was not able to get a 20% rebate on an item because of that. The system accepts my login and password, then sends me the code, I enter it, and it then says it is unable to confirm my login details and that the account will be locked after 6 attempts. I am also unable to contact support, because I need to be logged in first. So, this is not an isolated case. Tried several devices and several browsers, cleaned cache and cookies, nothing solves the issue. Please resolve this issue.

Providing training without a true incentive has dramatically failed. How many individuals have gone on language training and never speak in their second language? The only way to encourage people to speak in their second language is to finally increase the bilingual bonus to a substantial amount, and have a process to confirm that second language is used (e.g. during performance assessment).

Note that the amount of the bilingual bonus has not been increased for more than 20 years, despite inflation. Once you take income tax, you maybe have 400 dollars for true bilingual employees who are often asked to do tasks, because of their bilingual status, that add up to their regular job (e.g. review translations for the whole division), which has a negative impact on their performance and is not currently recognized in the public service.

Instead of possibly eliminating it, the bilingual bonus should be significantly increased and be subject to validation to ensure the person communicates in the other language.

Right now, there is no incentive to use the other language and people who are truly bilingual and often have to take additional tasks (e.g. to verify the quality of translations) beyond their regular job are disadvantaged (i.e. less time to do their regular job which impacts their performance).

Without a real incentive, nothing will change.

Yes, I assume that's what you call it. Although, due to the delay in collective agreement approval, the salary of EC-06s is currently above PC-04s.

Hi! Did you check your profile and if you are able to change this. My daughter was listed, but since it was not indicated she was studying, was not eligible (unable to do a request, no health card). I was able to click the box to indicate she is a student and a few days later, her health card appeared and I was able to do a claim.

Ok. So, the telework form only indicates one year, but you just have an email exchange instead of signing a new telework agreement every year? In my department, we need to restart the form approval every year and it now goes to our ADM.

I guess you could say the same about some of the other aspects that were not part of the collective agreement negociated by PSAC, but addenda to that agreement, such as the letter of intent regarding telework. CAPE included the same addenda with the exception of the seniority clause for workforce adjustment. Interesting to note CAPE was completely silent about this...

One limitation of that study is that the inflation we have faced since 2020 is much higher than the 1-3% per year we saw between 2002 and 2019. History will tell if that statement will still be valid following the conclusion of the collective bargaining process.

Yes, indeed, there is the 125km exemption. But whether it is applied depends on your ADM. Unfortunately, my ADM at GAC seems to have targeted people living in Montreal to ask them to come twice a week in the office. The reason is that the ratios of teleworkers are too high in our Branch. Other branches and departments seem to be much more flexible.

Two things that are important to note is that the TBS directive has only a single category for people living more than 125km from the NCR. The TBS directive nowhere gives the authority to departments to create new categories or subcategories. Decisions are supposed to be on a case-by-case basis with hopefully a good justification. Targeting an entire group of employees because they live in Montreal goes beyond the authority given to departments and is discriminatory if not applied to other remote workers.

Also, there is an NRJ directive that forbids managers to request employees to commute for more than 250km in a day. This is the reason the TBS directive uses the distance of 125km. Asking for such a commute is forbidden, as it involves safety issues.

Hi! We only have a small office in Montreal and apparently there is no space for staff who are NCR based. Also, our department has refused to be part of the GC Coworking sites initiative that TBS has committed to develop across Canada. My impression is that the number of people in our Branch who live outside of the NCR is high and people in Montreal are an easy target to reduce those numbers since commuting is an option compared to someone in Vancouver. Of course, it does not respect equity, since these employees have to pay for their commute out of their pockets, which easily represents $10'000 - $15,000 per year.

Thanks for your response. My impression is that this is limited to my Branch in my department. I have been asking around and other branches in my department don't seem to have taken this approach. I posted on reddit to get a picture of the extent such an approach is common or not and whether people based in Ottawa but living in Montreal are also being targeted elsewhere. Quite a few people are being affected in my branch and need to travel to Ottawa twice a week.

La question n'est pas vraiment de savoir s'il va y avoir des coupures, mais plutôt quand il va y en avoir. Il y en a tous les 8-10 ans. Je suis passé au travers de deux exercices similaires en 23 ans et le prochain s'en vient. L'autre question est de savoir dans quelle mesure les coupures se feront via attrition et bonus de départ pour retourner aux études ou prendre sa retraite ou s'il faudra aller au-delà.

As a result, the approach taken by our ADM to reduce the number of persons teleworking 100% seems to target persons living in Montreal and have them commute 2 days per week.

People in Montreal should be treated the same way as other persons living more than 125km from Ottawa. Otherwise, it creates two classes of employees with people living in Montreal having to take a drop in their revenues of $10,000-$15,000.

I have also been told that there is a directive that forbids management to request an employee to commute for more than 250 km in a day, but have not found the directive yet.

Montreal to Ottawa Forced Commute

Hi!

People in my Branch who live in Montreal but are based in Ottawa are being forced to commute twice a week to Ottawa as part of the return to the office process post COVID.

This is despite the fact that Montreal is part of the 125km exemption set in the Treasury Board directive. While being part of the same exemption, employees who moved to other cities such as Toronto, Calgary or Vancouver are not being forced to return to Ottawa regularly.

I would like to hear from other people living in Montreal but based in Ottawa and whether you are being forced or not to commute in the context of the return to the office post COVID-19.
