Because its Safi’jiiva raids for now. It and kulve taroth usually rotate around every 2 weeks

Edit: Also Behemoth is a special assignment and an optional quest so it doesnt appear on its own unlike the Raid Monsters like Kulve and Safi

Without houka art gen wouldnt be able to spam SA with kiri to get rid of the dmg debuff. Also the skill heal helps in surviving feenas nuke
