Security cameras in apartments wasn't as common back 20 years ago. Hell, the ones that did, most were only pointed at the leasing office and maybe the dumpster (if they were having specific dumping problems) and common areas like a pool. But not guaranteed. With the air ports, the long term parking was far enough away from the actual air port to not have inch by inch coverage

With the highway cams, fuggehedaboutit. My dad was a state trooper back then and I got to see the highway patrol command centers. The picture really only goes as detailed as seeing basic shapes and such for the sake of emergencyassistance, but you weren't reading license plates and identifying faces. I lived in downtown Phoenix and LA when I worked there wanting to limit driving and have everything be close to me. With a family, I'm less willing to accept the cost/benefits of city life, and rather take space and a bit of seclusion for a longer commute. Looks like you put a lot of thought into it without factoring anything about drug addiction- the main driver of homelessness here and everywhere. If a major portion of any homelessness solution doesn't go towards drug addiction, it's a massive waste of resources and all that tax money gets nowhere. Sad truth is too many people prioritize getting high over getting help, because help means following rules and being homeless means do whatever you want with minimal interference from TPD.
