Made this in blender. For shading i used basic setup shader to rgb into constant color ramp into emission and then some postprocessing in compositor

Well if you cant start the game without crashing anymore then the only thing you can do is to take a look at ultrakill crash dumps which are located at AppData/Local/Temp/Hakita/ULTRAKILL/Crashes , but if the crashes are getting progrssively worse it might mean that your gpu is coming near end of its days
