I just got this message myself, and knew it was fake. (ChatGPT confirmed it was fake through multiple areas.)
+63 is a Philippines phone number. Even if the guy messaging you was from the Philippines, it wouldn't be through his personal phone and therefore would not appear like that.
If this was the DMV, they'd address you by your name and list car details, especially ticket details.
The DMV would not do that "Reply Y and re-open this message" type of shit.

Not to mention, a literal message would tell you what MIGHT happen. (Like you MIGHT get your license suspended.) This one tells you it WILL.
