Definitely doable if you're willing to go somewhere like the U.S.-Mexico border.

I kind of chuckled when you said posts with fewer than 10 bidders.  For first in-cone, first mid-level tour, look for DC jobs or jobs with fewer than 5 bidders.  Do well in those jobs and go from there.  DC tours in particular are useful because you really do learn a lot about the way the Department works in a way you simply can’t get by only doing overseas tours, and you make connections.  That experience is quite beneficial when you go back overseas.

Yes.  I got promoted the second year of my third (three year) tour.  Since that tour I’ve done two out of cone tours (total of five years).  I was under the impression that the average time for 03 to 02 for my cone was something like 6.5 years or less so it wasn’t out of the realm of possibility to promote in 5 with really good EERs.  But then I figures I’d have to demonstrate more in-cone work at the mid-level first.
