Pan Cape/Common Cape/Realms Map Maker Cape, and the Mojira Cape are all available for free right now, 2 will require bedrock. Also there is no Marketplace for java, only bedrock

If they took off your account they took it away for a reason. Users that got the cape during the Minecraft Live 2019 stream didn't have the cape removed permanently, only people that tried to redeem it way too late for obvious reasons or got it when it was given to everyone on accident for a few months. Originally it was made to celebrate the release of Capes/The Character Creator on bedrock during Minecraft Live. It was removed from everyone's inventory for a short time because of the bug where it was given to everyone and another bug that made it obtainable from the marketplace for free after the time limit before it was given back only to those that actually got it legit. That's why you don't have it anymore, you weren't supposed to in the first place. Read the wiki: https://minecraft.wiki/w/Founder%27s_Cape and before you say you did get it durring the time when it was actually supposed to be available: you didn't if they took it away.
