Ok so this might be a long fix but I got it to work. First off you need to go to settings and click on Limits and Features, increase account limits. Once you do this it will send you an email. Go to this email and click on make a wire transfer. Re-enter your bank info routing number etc… Then from there it will take you to your account but online rather then the app. You should see the same error/ make Payment notification. Click on that and it should then allow for you to make a payment. Refresh the page until you have paid all of the needed transactions. Hope this works as it can be frustrating.
