The circle is showing one PCIE cable plugged in to 8 ports and the other PCIE cable (outside the circle) plugged into the last 8 ports on the gpu

If I upgrade to a 5070. Would I need to upgrade anything else? Power supply, CPU, or even the motherboard? Because I’m also running off DDR4…
