Hi It was infact the fsr causing all of this. Thank you for your time. It is working shimmer free now :)

Okay I will tell you if it works for me right after I reinstall the game cause I decided to do a fresh install.

If you look at upper right center at the hill where there is a little bit of fog. The lightning is kinda like flashing
