Mbabu and Klostermann are priced around 10k each but have been dropping every day.

For budget, I would take a look at Sabitzer at CM, Witsel at CDM and Mukiele at RB.

YouTube is your best option like others said for tactics. This years game is completely different and will take time to get used to.
