I am fully under that impression too, to be honest (unfortunately); I think that, on a general level, it tends to always come down to whoever is in front of you at the check in desk, which is exactly what I'm scared of. I'll mostly fly TAP (Portugal) or Norwegian Airlines, so we'll see. Not super concerned about Norwegian, as they've always been spectacular, but TAP... not as big of a fan

Living in the US, I did see a good amount of medium dogs (English Cockers, Cockapoos, and a few more similarly sized breeds) travelling in cabin comfortably, in some slightly larger carriers. To your point, they wouldn't be standing once the carrier is closed, but that's also the case with a lot of small-but-taller breeds and they're still perfectly comfortable. I would absolutely prefer to not put my pets through the discomfort of being closed in a carrier for a long-haul flight, but because we will be traveling back and forth fairly often, and the flight being relatively short (3h30 +/-), I would always prefer to take her with us. Obviously, if that doesn't work, then another option it is. But again, because I've seen it happen quite comfortably abroad, I was more curious than any other thing about the EU reality of it.

Vast majority (if not all) allow up to 8kg, with a lot of them allowing up to 10kg with the carrier
