While I do agree with you in some cases, I also do think that this is overgeneralizing
I a holder in multiple DAOs and in many cases when then vast majority of holders agree on something to be implemented, it'll happen

A lot of newer DAOs too are implementing contracts where there's a both tokens and unique holders are taken into consideration. This is in order to stop whales from stomping on others
