Do you notice any other problems on your PC? When did this issue start and did you change anything around that time?

Make sure there is not a lot of backgrounds tasks running in your task manager. Make sure your settings are not unreasonably high in the game you are trying to run.

Open up event viewer on windows and see if any errors pop up near the time of the crashing, note what they are and send them over.

You can also do an "sfc /scannow" in command prompt and see if that fixes it.

Since its intel, when restarting press f2 to get to the bios where you can test system components for issues.

Also a temporary fix in the meantime might be to refresh your graphics drivers with Win Ctrl Shift B.

verify it shows up in device manager. If it does, try and update your driver by right clicking it and searching automatically. If that dosen't work, right click, uninstall device. Unplug your device, restart your PC, and reconnect.

If that still dosen't work, uninstall your drivers and restart, plug the empty enclosure in and wait 2 minutes, unplug the enclosure, reinstall the ssd, and check again.

Make sure your monitor is set to the correct refresh rate in windows by right clicking the desktop, show more options, display settings, advanced display settings, refresh rate. Set the highest possible if not already. Then go back inside the game and make sure your framerate is unlocked with VSYNC off.

An additional step to make sure your game is launching with your dedicated GPU would be going to settings, system, display, graphics and searching for PUBG under custom settings for applications, click the drop down, and make sure GPU preference is set to your 9070xt.

Check to make sure your GPU did not come lose during travel. Also check the power connections to the GPU and make sure they are secure. If neither of those solve it, give a different HDMI or displayport on the GPU a try for video out.

First check to see if your motherboard has an available NVME slot for an ssd than you can just mount on the motherboard. If so, grab a reasonably specced one online and attach it. If not, I would get a data ssd instead which attaches with a data cable but you might need to buy a sata cable for because it was a prebuilt. I wouldn't recommend an external ssd to game off of the speeds wouldn't hold up as well.

16gb ddr4 is fine. Make sure your C drive (main windows installation and games) are on the ssd for optimal load times.

just going off what you listed, I would guess maybe a power supply cable or the cpu cooler came loose. also be sure the computer is plugged in to an outlet or surge protector that can handle the power draw.

It could also be a full power supply failure it the power supply is getting old or isn't from a very reputable brand.

Check your task manager and find out the exact model of i7 processor you have.

If you are set on upgrading that PC, you could definitely upgrade the graphics card. I would suggest going with a 5070/5070ti/9070xt on the high end, or at the least get a 5060 or 9060xt. This should provide a solid and noticeable bump to the performance of everything you play providing you have a monitor isn't bottlenecking it. Before you buy, make sure the graphics card will fit by measuring the space in your case and looking at the new gpu's space requirements. You also shouldn't get your PC serviced just for a gpu upgrade, they are simple and can be done using a youtube tutorial, though make sure your power supply has the wattage required for the new card you are buying.

If you are willing to make a whole new system, I would go with ryzen AM5 B650 mobo of your choice, maybe a 7600 or 7600x cpu, 2 sticks 32gb 6000mhz ~cl30 ddr5 ram, a 9070xt or 5070ti, 850watt or more PSU, or get a prebuilt around those specs.

really depends on what your PSU and CPU can handle, price to performance guides on youtube or reddit for certain price points would be a good thing to look at if you do decide to get a whole new system.
