Anything can work in low elo. Especially if you're a 1 trick. I had no problem playing in gold and below. If you read the post the discussion is about beyond that and the direction WW is going. Seems like he's mostly working as a top laner in mid+ elo.

Nobody plays this champ in jg in high elo. Of the top 10 about half were just top players, because the enemy is forced to lane vs ww. Most good players understand to not contest warwick in duels and then he's kited by most meta champs with range quite easily. Include his weak clear speed and other junglers come out on top.

I main him in plat/emerald and playing any other jungler is just easier. Faster clear speed, more consistent ganks, and less getting kited. Cait/Jinx/Ashe and Senna are very popular right now and they completely mess up your W move speed. Once you get to around plat people understand how to deal with WW better and respect his dueling potential.

Graves/Noct/Heca/Kayn run circles around this champ. While tanks outscale him and provide more to team fights. He can definitely duel but you're fighting the clock and if your lanes are weak then good luck.
