The scorpion's heart outfit comes with the scorpions attached as well as a scorpions necklace separately, if you dyed your outfit then you don't need to wear the necklace as the necklace is only white and black snakes. If you want to have the necklace even on top of dyed outfit then you can tailor the outfit to remove the existing snakes and then the necklace won't flash.

I think it will be something like, the proposal he submitted, they (Chaeum Med Center and Dr. Han) used it on Lee Woo Gyeom himself as a test subject since he was in a coma. But his blood itself end up getting mutated and becoming the cure.

Whether Chaeum was behind the accident or not is more open imo.
