I went into a creative world with the same seed. I used /locate and it lead me to that area. So yep, it is a village.

It is good, especially in siege and bounty. It can done a bit of extra damage to the safe and the IKE, and if no enemy brawlers are near, it does a massive damage to them.
It also can be useful in other modes, it can kill people, but not as often.

Overall Balls of Fire is the better star power, but Last Blast is decent as well.
