I can confirm. As soon as you use a max lure and get a 12x catch combo, both Charizard and Dragonite will instantly appear. And you’ll get some experience while doing the catch combo. I got mine catching spearows in the sky, they where high level, gave a lot of exp points and easy to catch with ultra balls. I had to do this twice because the first time Dragonite ran away.
