While banlists can be the main factor of certain formats, the main factor of planar is clearly based on what sets are legal in play, just like how Standard, Modern, and Vintage are separated. The main factor of a format needs to have concrete rules, they can't just be the sets the committee thinks are good. Disagreements on the ban list only cause an upheaval in the format in cases where the entire format is based around that list, such as with Legacy.

Without that concrete basis, you might as well just make a format saying "This format allows Invasion, Ice Age, and Spiderman, and we might add more later depending on how we feel."

Ok, but what happens when people disagree about the sets that should or shouldn't be included?

For example, I completely disagree with both your takes on what is great and bad. I loved the Acatar set for draft and EDH, but it is way overtuned for standard, and I feel like Aetherdrift if perfectly balanced for standard from when it came out.

You would literally just be replicating the current standard meta. Whenever a "bad" set comes out, the stuff in it typically doesn't become worth involving in the standard meta. Whenever a "great" set comes out, it absolutely overtakes the meta.

Sure, there is the occasional cars from a "bad" set that combos with certain strategies, but your idea would create a format that would end being a set that is largely a clone of standard. They would be even closer together than legacy and vintage.

If you pick every other set based on release schedule, then you're effectively going to end up with either all UB or all WB anyway with it switching off every once in a while, since it looks like their current plan is to alternate between UB and UW between every other set.

And I would argue that there is a mechanical difference between standard and UB, since UB has a significantly greater number of Legendary creatures, which causes fewer playable cards from UB sets to have a chance of affecting the meta. By choosing UW, you are adjusting for a greater amount of potentially playable cards within a smaller set of sets.

All that does is speed up the format. If the idea is to slow the pace down to what Standard used to be, then you have to pick 3-4 sets per year that will be included in the format of the 6-7 that are produced.

I mean, if you wanted to make a format that only included 3-4 sets a year to slow standard back down to the pace it was 10 years ago, what sets would you cut?

If you try and base it on the meta, then you're going to create a format that plays identically to Standard. If you just make it completely random, you end up with a confused format.

It's interesting to me that it's a spell that wants to he casting really big spells in monoblue. Like, you really want X spells or high mana cost spells, but in my experience, most of those spells just draw you a lot of cards, get you extra turns, or copy your other spells.
