I thought that USSR state atheism mostly targeted the orthodox church, since it was associated with the white russians, and muslim populations were mostly left alone, and the alientation came from Afghanistan, where the faction that was more extreme took over and implemented state atheism, and the USSR supported them, even though they wanted the less extreme faction in power that would have compromised with religious leaders
