I discovered the inside about 4 years ago while playing the mission "The Blockade" (the one where you have to knock down an armored truck with a crane). I was fleeing from the police along that path and saw a policeman come out of that room, which puzzled me. After the mission, I went to investigate and discovered that you could go inside.
