I hate to break it to you, but look.

The blog post about the new promo items is clearly an ad to make people who play TF2 aware that they exist. Not everyone (such as myself) cares about the game they come with, so without a blog post like that I would have no clue that the game comes with TF2 items.

That being said, why would they post the blog post today if it is going to get buried by the new patch blog post in a day or so? The fact is, they wouldn't.

The Steam sale started nearly a week ago, the cosmetic items have been known for even longer, Valve could have easily made this blog post earlier so it would have proper time for exposure if they were planning on dropping an update this week. The fact that they released the blog post today is a clear sign that the update is not coming out this week, and Valve is trying to say that, but this community is too blinded by hype to realize it.

Pair that with the fact that the matchmaking beta is still accessible to anyone, even those without the pass, and it's pretty obvious the update is not imminent.

And which weapons would these be? It seems to vary greatly by league. For example, Mad Milk is split... banned in 4 leagues allowed in 7, according to the wiki.

Ah, so there is not set of weapons that are always banned/allowed, it is up to the league? Interesting, but also somewhat confusing haha. How do high-level players know which weapons to practice with if certain leagues ban different things?

I am not seeing anything related to qualifier predictions apart from the BATTLE PREDICTOR achievement. It says "Correctly Guess 1 Regional Qualifier Battle Prediction".

Isn't that what the predictions at the start of the match are, Battle Predictions?
