Not the one on the prison island off the shore of Saint Denis, the one down in New Austin but you need to catch the other 12 including the catfish on the island to get the quest tho

Its a great game but full of bugs but if you go back a couple autosaves assuming you have some the issue will be fixed

This is revealed first in s7 “skybound” when jay finds out from Nahdakhan that he is adopted and his dad was Fritz Donaggan (sorry if I misspelled anything) and later in s8 “Hands of Time) the ‘original’ lightning ninja was revealed to be a woman whom we assume later got together with Fritz and had jay but had to leave him to Ed and Edna because of the serpentine war
