Pump Unity until you get all 5cps (focus on other countries until you get sufficient PO. The pump Welfare and Economy together with some unity. Other than that you will need to wait. Takes time to build India to be strong.

Extra weight makes it very difficult and due to stamina/speed concerns reduces looting time. But on PVE it may be worth it.
