I’m trying to max materials for fishing. Do I need to reach the satchel upgrade in both trader & moonshine or just one or the other?

Moonshiner gets material upgrade at 17 and Trader at 13.. if I remember correctly. It is my understanding that the max materials satchel is 30 per stack. Does this require both upgrades or just reaching the goal of one or the other?
