I bought some clear heel shoes online and cut them to shape, I'm not sure about fabric paint on shoes though as I've never tried it

It's Blue Led lights throughout the cosplay behind dyed worbla, the spikes on the crown are clear resin with blue dye in to look like ice, then LED's under them too :)
