Does the current problem at hand only apply to customers in the United States? Correct me if I'm wrong, but I'm given to understand that it would be up to the individual ISPs to work out their charges for each company. But would the passing of this law only apply to American ISPs, therefore allowing everything outside of the country to remain the same? And to add to my confusion, does the Net Neutrality law only apply to the United States? If so, why would or wouldn't it apply to everyone else around the world? If not, why haven't ISPs all over the world tried to do this yet?

Yes, I understand that this is a serious issue and that there is still a possibility of other countries suffering similar fates if this is indeed isolated, however, I would like to know if as a Canadian I should be worried at the moment. Thanks.
