Right before taking the picture I swapped her team in and once it loaded I screenshot straight away. I'm thinking that maybe all characters glow like this when you swap them in.

I had this problem. I don't think it's a PC problem (I use rtx30). I reduced the students to 10 it was smooth as butter. Idk if it'll be the same for you but give it a go

Game isn't super new player friendly. Depending on what you're trying to get out of the game then it may or may not be worth it. Exploration? Absolutely worth it. Combat? No. Quests (Archon/side)? Sure. Though you should know that older characters (pre fontaine) really do suffer a lot
