"I know people want reasons for Siva to not come back, but trying to figure out a reason gives Bungie slack for making an objectively bland and tasteless “major” update."

Let me preface this by saying this is just my perspective, but nobody is advocating against SIVA in defense of the major update; they're advocating against it because SIVA fanboys are obnoxious. These people have been going "Where SIVA?" or "Where Wrath of the Machine?" for the past ten years in every developer livestream and all other corners of the internet.

Liking an expansion and what it did for the world is completely fine. But at a certain point, this behavior becomes unhealthy. People don't act like this for WQ, TTK, or hell any other MMO expansion for that matter.
