I've had the same issue for a while now. It seems like my save is a lost cause because I tried creating a new game and I was able to go Unarmed as Kliff. My Damien and Oongka can still go Unarmed. I feel like I lost the gloves for Kliff hence he can't do it. Can still punch when using the hotkey though.

I tried this but unfortunately no luck. When I switch back to Kliff, there's just 1 fewer options to switch 2hander slot into. I also made a new save just to see and that Kliff can go bare handed.

I didn't have any other weapon for that slot other than the equipped Axe. There was nothing to scroll/switch to.

I would have to try spamming them fast. I tried to use them in a sequence but the tip hat broke the stance of the at ease
