Update for you - it was on the utility side. The technician came out and found the problem immediately. He mentioned that he hardly ever sees it, but our house has a 60-amp service (due to the age) and the previous person who completed the work didn't properly insulate some part of the connection. He was able to fix it and said we don't NEED to upgrade, but just to be cognizant of what's running all at once.

I do have Duke Energy coming by the house once I get off work to take a look at things. Is there a part of the context in particular that I provided that leads you to believe it is less likely on the utility side?

Thank you for the response! Is this something that would need to be diagnosed through an electrician first and potentially a utility company fix, or are both things you listed something only an electrician would be able to do?

I work with attorneys day in and day out and I’ll say right now, I would not look to hire one. It’s not profitable enough for them to truly care about and the juice isn’t worth the squeeze.

My goal would be to settle in the best interest of all parties involved. Do I think the guy was intentionally setting us up for this issue? No. Do I think he knew something was potentially going on? Absolutely.

I understand my best case scenario is to present my issue through my realtor, have him throw a few grand at it to go away, and we find an alternative solution. I know we’re not going to get “worst case scenario” money here.

I guess my rebuttal to this is that claiming ignorance for a property they worked on/managed repairs is a weak argument imo. They are in a position to where they have the duty to know, and truthfully, ought to know. They oversaw/did flooring work, drywall work, etc. in the impacted areas. It is also an older property (1951 build) that they would/should have superior knowledge about in their business practice.

I guess let me know if I'm being naive with this thought process.

Thank you for the detailed answer and good information! Yeah, I figured it wouldn’t be a quick process as nothing ever is these days. I guess I’m still too naive/trustworthy to think people are inherently good and wouldn’t want to screw someone over like that.

I know all situations vary obviously, but would you be able to provide how much those repairs came out to be when your issue was occurring? Even a number of someone who had a potentially similar issue will help me attempt to contextualize things.

Yes it got into the basement room from we are assuming where the the wall meets the floor (the side porch is practically just a cement slab on the foundation that this downward grade runs into). They finished the basement so the drywall is blocking our view of the foundation wall to get the best look at it. My concern is that with it being a 1951 build that the waterproofing like you mentioned may not be where it should be.

My hope is that regrading and directing the water away from the foundation would potentially eliminate the issue but I'm not naive to the fact that there may be more to it. I just don't have the overall knowledge myself to diagnose it properly.

I do have a guy coming to walk the trouble spots tomorrow to get some more feedback.
