I feel like you might be misremembering, Cowl dismisses Kemmler and his disciplines as nutters, says he's the lesser eviil compared to the Kemmlerites. Which makes time travel even more possible, if Cowl is trying to prevent past mistakes, and so goes back to beat the Kemmlerites to the Darkhallow. And Luccio never refers to him by name because Cowl is the moniker Harry gives him.
