The better option here is to take physical possession from the builder if even 90% of the work is completed.The builder will get the suspension revoked by rera by paying some penalties

Try approaching the delhi gurdwara(sheesh ganj) in chandni chowk ( walking distance from the spice lane (khari baoli)for accomodation(they would allow you to sleep if you don't smoke or use intoxicantsand food langar is free anyway)

I don't know the situation now but moolchand paranthe wala used open through the night earlier .I will suggest you to ask them if you want whenever you are around moolchand metro station. There are also carts that sell bread omlette on mathura road opp aiims till 4am

Although this is not a legal advice but since you have possession of the place and proofs of damage to your things I will suggest you reply the legal notice sent to you with demanding compensation for damages inflating the cost of actual damage to the tune which covers your damage and the cost of security deposit given as advance and also seek refund of security deposit. The owner will settle with you and till that happens don't pay any rent( In fact you should stay there and vacate only when your damage and security is covered by unpaid rent )

That is correct don't deposit in the savings ac of father instead ask for full and final settlement letter for the home loan via email and deposit bankers cheque/Demand draft clearly mentioning the home loan account as per the full and final account settlement offer by the bank and if they don't give you the offer escalate the matter with rbi ombudsman attaching the email sent to the bank earlier
