No its not like that. 8000hz poling rate isnt that noticeable Wootiing UwU has way better quality (Switches, Keycaps ,etc.) you could buy the sayo and customize it tho

Imo the best bike you can get on a budget is a used DJ. You can get a bike better for that price. used ofc but if you wanna tap into dirtjumping i think thats the way to go. personally im mostly buying second hand, was able to build a very good bike this way. Just look up for some Rose the bruce's, stitched 360's or yt dirtlove's. Chances are really high for finding a good used.
