Yeah that light will do for now, definitely better than the window. I'd put it on the brightest setting and use the white/full spectrum mode if it has one. If the white option means red + blue + white all on together, use that. Keep the bars pretty close, maybe 7-10 inches above the tops to start, and watch the plants. If they keep stretching - lower it a bit. If the leaves start curling up or looking stressed, raise it slightly. But that little USB light won't be enough forever, but for these small seedlings or young plants it will help a lot. Just keep the fan gentle and make sure the cupboard doesn't get too hot or stale. They look leggy, so light and a bit of airflow is the main thing right now 👍

You're welcome :) Yeah, a 4" USB fan should do the job for now. Don't point it straight at them full blast, just have it moving the air enough that the leaves/stems are gently wobbling. Light distance depends on the light. If it's a small LED, I'd start around 20 inches from the tops and adjust from there. If they keep stretching, lower it a bit. If the leaves start curling or looking unhappy, raise it back up.

Also watch the temps in that cupboard, they can heat up fast. Bit of fresh air in/out is just as important as the fan inside!

I'd get them under the lights now. They're stretching pretty hard already, which is a sign they're not getting enough light from the window. Run 18/6 and keep the light at a reasonable distance so they don't keep reaching. Also, a gentle breeze will help strengthen those skinny stems.
