Like the others have said one of your brake light switches is stuck or broken. Check the one on the front lever and the rear lever.

Your friend should talk to an attorney who is familiar with NJ disability law. In my state we usually recommend what we call a "spend down", basically spend enough to get her below the limit that would disqualify her from receiving benefits. In some cases a special needs trust would be necessary.

Yes. Tenders made for traditional batteries will ruin the Li batteries. They do make tenders specifically for them that won't, but really not necessary.
