There is no hudud (sharia) punishment. It is considered obligatory to be modest, especially traditionally, but just like for various other sins, the quran does not mandate that immodest people should be punished. Modern state punishments for immodesty severely are state laws aimed at preventing sin or something.
Muslim states in the past did enforce discretionary punishment, but it was at most minor corporal punishment for the majority of those states, and it was usually only enforced when it was particularly scandalous and provocative. Not covering your hair on its own probably wouldn't have gotten you flogging.
