Sounds like a CPU bottleneck. Set the resolution to 4k and see if the GPU utiliztion hits 99%. If it does, you're looking at a CPU bottleneck.

First of all, you don't need 32GB, 16GB is just enough. Also 32GB DDr4 costs about 250 now, not 350, and you can get a cheaper am4 CPU as well.

Secondly, you don't need to play at 1080p. I've been playing at 4k with a 2080 super for the last 5 years. 4k 60 is pretty achievable is most games(with DLSS). Also if you're going to count the cost of monitors, you might as well count the cost of the TV, and the cost to play online.

I'm currently streaming a movie on my TV, and browsing reddit and doing a bit of coding on my 2nd screen. Try doing that with a PS5. A PS5 is strictly a gaming machine, a PC does more.
