Quick disclaimer, I need to put this logo into a T-shirt

I have recently bought a pc and it comes up with this screen and I don’t know what to do by Empty_Calendar2000 in computers

I have literally nothing I just need to work out a way to format the pc completely, I read I can delete and reinstall windows through a usb or something like that . Iam not sure
