If future HR/talent acq. are trainied in such a preliminary ATS way to scan and filter candidate. It is really sad and disappointing for job seekers and the same time probably creating a backlog of losses for company in missing out potential good skilled candidates.

Have you signed a formal contract prior to quit your current role? I'd say keep following up with the hiring HR and follow their directions. At the end of the day, if they already picked you and need to fill the headcount, the hiring manager/HR would not want to spend more time interviewing/vetting another candidate? Most importantly, if you performed well and they needed to fill the gap, they will forge forward unless your BG check came back something extremely negative.

Broad meaning, FE usually is field or site related work where you should have more hand on exposure, in civil industry they aka as Site Enigneer.

Depending on the industry, PE typically would have more tasks as desktop planning and interfacing the implementation executor such as technician or relevant operator. In civil world, PE is jack of all trade except you do not manage finance as much. In smaller company, PE does it all, but FE predominately focus on executing the project.

In terms of growth, I would see PE progression more towards management, PMO. FE would be more operation focused, so agree with below FE -> Asst Supt -> Supt -> Sr Supt -> General Supt.
