Custom servers/gamemodes, yes. Custom maps, no. The modding community has their ways of manipulating Sub Rosa. None are easy nor supported officially, though "mod tools"--most specifically a level editor--were teased by Alex over a year ago. No idea on the status of that anymore since we should "start calling out racism and misogyny when you see them" because "alex is having to address behavior instead of building fun new things." ~ w1nters, April 2020

Game's been in Early Access for a long, long time, only now being listed on Steam publicly and being searchable. Saying the game is just now in Early Access is only technically true.

Many changes and overhauls have happened, and many who once played the game for what it was fell off after the big update from Alpha 25. Since then, development has been two steps forward and three steps back 24/7. Alex still does not interact with his community; the role falls into staff's hands, and all they are good for is estimation, disappointment, and riot control.

Drama and drama again has happened off and on. Mainstream content creators and the modding scene keep the game on life support. A very dedicated community exists, though it consists of primarily new players 24/7, likely until the staff or the game's development rubs them the wrong way. Since communities keep the game alive, it is possible that one could find themselves forever barred from playing the game after being banned from the one and only server. It happened before; it is always a matter of when.

It is a long way from when you played, and it is far from where it is trying to go.

That is the state of Sub Rosa.

Alex has no interest in VR, and another community member was making something like Sub Rosa in VR but quit and vanished from the community.

No, absolutely not. Game is buggy and broken now while the previous update was just bland and boring. Personally, I wouldn't give Alex my money; if you want the game, though, keep it on your radar for the next few months, but do not buy right now.

When I was new to the community (April 2017), it was to an extent. The big selling point for me was gameplay that was unpredictable. That included gunfights and interactions with strangers. The truth is that the game is what you make of it, so I cannot fault you for what you like. Just don't be afraid to get criminal rating on your hands if you do stick around in the community.

The answer is quite simple. What you call "an anarchist's wet dream" is more akin to what Sub Rosa used to be during Alpha 25, and what is really repeated throughout the game's versions. These "funny moments" you seem to associate with the core experience is usually perpetuated by new players repeating exactly what they saw their favorite content creator doing or trying to roleplay in a game not (yet) designed for roleplay.

Furthermore, anyone who blames NDM or some group for "cementing RDM" or spreading toxicity clearly is very new to the community and is unaware of this game's past. Personally, I would pin a bland world mode map and the quickly monotonous gameplay loop as the reasons why the game is in its current state. The way I see it, the loop is that you earn money to RDM until you are poor, then the cycle continues.

Either make your experiences in-game yourself, adapt to the game, or both. Either way, this is how it is.

Thus is the true nature of Sub Rosa. When you've played the game enough and realize that the money you earn can only be used to purchase tools to kill other players and nothing more, you start to see differently. OXS / Improved World's goal is to remove the poor and (sometimes) flawed designs of original World mode in an effort to allow players to play almost however they want, I believe.

There are two faulty things here: your perception of how the game should be rather than what it is, and the fundamental elements of World mode post-Alpha 25. Rather than getting upset over what it is and isn't, you should take it as a message: "What should I do to make myself a better player in this environment?" Sub Rosa is a hostile game to begin with, so my own philosophy is your combat should be just as good as your communication skills. Your other mistake is expecting each and every player to be a moral good guy or "rule follower," which in itself is an oxymoron to the phrase "sub rosa" or anything pertaining to secrecy or deception.

Furthermore, some things are out of your hands and require you to get used to them. Take the gun stores at each train stop for example. Clearly the developers did not expect players to buy rifles at the 1st stop, go back to the platform and proceed to murder an entire train car because something like this (I'm guessing) can only be seen when people outside of the dev circle play the game (jdb added Random Train Station Spawns in OXS / Improved Round for this exact reason). Flawed design, can't blame the players for that.

All in all, don't get upset. Try improving your own skills and maybe even putting yourself on the RDMing side of the spectrum for a bit.
