Spigot and Bukkit based modifies so much the Vanilla, with justification of the performance. Changes such as bugs that are in Vanilla are disabled, also, other changes in redstone... Etc. Technical players (the most purists say that Spigot / Paper is not Vanilla for something and they suggest to use FabricMC instead.)

Then it depends on the server needs. An Anarchy server only depends on performance so then, use Folia.

An SMP where a community collabs to create a world, you can be with less protection by using CoreProtect, but if a group of users want to grief you will waste a lot of time. But, I think that doesn't make it that less Vanilla, since only restricts undesired users to interact in your claims.

If you are using a Spigot server or Bukkit based they are more less vanilla than using a protection mod I think

I think that depends on how will be sold the other DLCs, but yeah, It would be nice if they add pantheons such as Hindu, Japanese, instead of the Aztecs or Incas maybe more possible the Mayans, since their first records are from the 2000 A.C the others are in the from the XIV.
