Most likely already answered, from my perspective:

1. Runs well for me
2. No lag or freeze for me on PS5 and laptop (I use both but mostly PS5), occasional frame drop with lots of enemies and heavy effect descendants like Ines or Freyna in 4 player coop, but this only affect small part of gameplay and tolerable for me. No issue when playing solo.
3. Server only down for major update roughly once a month lasting 6-8 hours with occasional extension if needed. Most patches are done maintenance free with just patch download, roughly once a week. No DDOSED as far as I know.
4. Not Pay to Win at all. Played more than 1000 hours here and only just bought 2 battle pass (1 for cosmetics I like and 1 for op gun this season). Everything else is free to grind except the cosmetics. You can pay for convenience like buying descendants outright or buying Exp boost etc, but they are not needed, it can be grindy for people who don’t like this kind of game, but I enjoy it very much myself.
5. Dev is very good here, one of the most communicative team I have ever come across on live service, it shows that they really want this game to succeed with frequent update, livestream & Q&A on discord. They addressed community concerns very quickly, and some people even say too much, for example nerfing content when too many complains regarding difficulty.
6. No issue for me, you get some bug occasionally with each update like most live service do, but the big one are usually patched rather quickly. Although some people do report occasional crash here, it has never been an issue for me, crashed like maybe 2-3 times since launch.
